Any time any new ruler comes to power he level sets expectations for his people. God wasn't picking on anyone here (or ever) He was exercising His right as
designer of life
to tell us what was (is) the way we are supposed to live. In other words, He was explaining right and wrong (for example when He says something is detestable or wicked, it's absolutely wrong). When God explains right and wrong it's morals, when businesses/organizations do it, we call it ethics. Included in the law...
Connect the Dots
...were expectations to keep the Israelites separate and isolated from their immediate neighbors (compare EX 23:24, LEV 18:3, DT 7:3, 12:31, 23:6, 30:17-18, EZK 11:12, EZR 9:12). The 17 references to "unclean" in this passage are examples of the "ceremonial law" which was different than the "moral law." God dismissed the ceremonial law in ACT 10:15, but raised the bar on moral laws in MT 5:17-48.
